Defense Criminal Investigative Organizations (DCIO) Support

Serve as Senior Leader for Defense Criminal Investigative Organizations (DCIO) support within DC3. Incumbent is expected to authoritatively plan, guide, and harmonize DCIO requirements in conjunction with DC3 resource development, programming, controls, and execution. Provides resource management guidance relative to integration of DC3's capabilities with the DCIO community for improved operations and achievement of DoD/AF goals.
Qualifications:
Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. This position has a basic qualification requirement (specialized experience) . (1) At least 3 years of specialized experience equivalent to at least a GS/GG-15/Pay Band 5 grade level or equivalent military/academic/industry experience iin providing expert advice on matters concerning Law Enforcement/Counterintelligence (LE/CI) issues effecting government wide activities and government interest. This also includes the development and implementation of Law Enforcement/Counterintelligence (LE/CI) policies, procedures, and objectives among all Federal stakeholders. Collaborating and coordinating with federal criminal investigators and Law Enforcement/Counterintelligence (LE/CI) agencies. Reviewing technical reports and analytical products based on sensitive data streams to include data obtained by Director for the Defense Cyber Crime Center (DCIO) LE/CI activities. Providing progress reports and comprehensive briefings to senior management, to include Executive Director regarding Law Enforcement/Counterintelligence (LE/CI) mission partner issues and how those impact mission objectives in cybersecurity activities and outcomes. Making periodic, comprehensive assessment and evaluation of the Center's program goals/objectives which provide a basis for long-range planning to enhance the organizations management support capabilities. A. MANDATORY TECHNICAL QUALIFICATIONS (TQs):
A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
1. Demonstrated success in overseeing comprehensive program management and execution capabilities within the organization's planning, development and execution of technical and analytical operations that support criminal, counterintelligence, and cyber investigation and operations involving technical computer programs, tools, and other advanced technology issues. 2. Demonstrated success in providing expert advice on matters concerning LE/CI issues affecting DoD-wide activities and whole of Government interests, and the development and implementation of LE/CI policies, procedures, and objectives in support of and in partnership with other LE/CI agencies and DoD/Federal stakeholders. 3. Demonstrated experience reviewing technical reports and analytical products that involve complicated networks, computer programs, and analysis of log files, evidence, and other findings for coordination and sharing among like organizations, or for the organization's exploitation and production of actionable threat products. B. SENIOR PROFESSIONAL

1. Achievements that impacted the organizations mission and contributed to knowledge advancements in the fields of law enforcement, criminal investigations, counterintelligence, cybersecurity, and Information Technology. 2. Leadership:
Seasoned senior leader on cybersecurity activities requiring high-level strategy development, technical vision, innovation, and presentations with senior leaders and subject matter technical experts of the federal, military services, and/or private industry to arrive at acceptable technical and business solutions and agreement on highly complex and possibly controversial information technology issues. 3. Professional Stature:
Recognized success in the law enforcement, cybersecurity, and Information Technology profession as indicated by a record of accomplishment of progressive program management assignments of increasing responsibility. C. DESIRABLE
Qualifications:
The following will be used to help rate and rank candidates:
1. Master's degree preferably in Criminal Justice, Criminology, or Cybersecurity or related field is highly desirable. All academic degrees and course work must be from accredited institution. 2. Experience and/or demonstrated ability to interpret and apply federal laws, regulations, executive orders and other policies, and communicates guidance to address agency-specific needs to ensure agency-wide adoption. 3. Expert knowledge and work experience in criminal investigations, law enforcement practices, counterintelligence, and the relationship of various federal authorities to Information technology (IT) management and practices is highly desired. A key component of DC3's mission success is delivery of forensically enabled products and services based on the nexus f Titles 6, 10, 40, 44 and 50 U.S.C. While it is desirable that the applicant has IT experience, it is also highly desirable that the candidate has demonstrable work experience as a GS-1811 special agent or ten (10) plus years of law enforcement experience at the U.S. federal or military level, with at least three (3) years at the senior level (GS-15/06).
