Budget Analyst

This position reports to the VISN 5 Chief Financial Officer. The incumbent will serve as a Budget Analyst responsible for planning, developing, coordinating, and executing all aspects of the VISN Budget for the six VISN 5 Medical Centers and the VISN Network Office. This work is done in coordination with VISN Program Managers, VISN Senior Leaders, and Fiscal services at assigned Medical Centers. The incumbent will be responsible for reviewing budget estimates for compliance with policy, rules, regulations, and procedures; establishing controls and monitoring the use and rate of commitments and obligations of funds; monitoring and advising appropriate personnel on the status and availability of funds in accounts; and analyzing and performing extensive liaison activities with representatives from Medical Centers' Accounting and Finance and programs to resolve problems encountered with reporting systems, controls, output data, etc. The incumbent will independently develop analytical information from multiple sources to advise the VISN CFO on the budgetary performance of the Network. The incumbent provides a high level of customer service in interactions with internal and external stakeholders on behalf of the VISN and the CFO program. The incumbent prepares correspondence and decision documents for signature by the CFO and VISN Leadership. Provides input on the impact of budget changes including construction plans and equipment purchases to ensure all spending proposals meet budget constraints and policy requirements. The incumbent is responsible for the accuracy of reports generated and develops reports to meet program needs and ensures timely availability of reports and data analyses. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
1) Responsible for reviewing budget estimate input for compliance with policy, rules, regulations, and procedures. 2) Establishing controls and monitors use and rate of commitments and obligations, monitoring and obligations. 3) Performing extensive activities with representatives from Accounting and Finance to resolve issues with reporting systems, controls and output data. 4) Ability to design survey instruments, collects information, provides analysis and recommends actions for issues across programs, offices and services. 5) Administrative and analytical duties connected with the formulation, justification, presentation, and review of the budget. Physical Requirements:
The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
