HR Specialist (Recruitment & Placement/Compensation)

Provides expert guidance to facilities in meeting recruitment needs for both competitive and excepted service appointments involving General Schedule, Federal Wage System, Hybrid 38 and Title 38 employment and pay systems. Advises on a wide range of compensation issues such as changes in pay administration rules, salaries and wages, student loan repayment program; work schedules, military leave, special rates, pay and leave benefits for employees affected by severe weather emergencies or other emergency situations, non-foreign cost-of-living allowances. Develops, conducts, implements and/or monitors HR projects that have a VISN wide impact such programs include, compensation studies, Student Loan Repayment Program, Education Debt Reduction Program, Physician and Dentist pay, etc. and conducting and/or coordinating contracts for Nurse Locality Surveys, Wage Surveys, etc. Performs other directly related as assigned. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:
1) Provide guidance, methods and procedures for Recruitment/Placement and Compensation areas. Provides 2) Provides expert guidance to facilities in meeting recruitment needs for both competitive and excepted service appointments Involving General Schedule, Federal Wage System, Hybrid 38 and Title 38 employment and pay systems. 3) Knowledge Human Resources staffing and recruitment principles, concepts laws, regulations, techniques, and guidelines. 4) Knowledge of new and adjusted salary schedules under the Nurse Locality Pay System (LPS) and Special Salary Rate schedules under Title 38 U.S.C. 7455 You will be rated on the following Competencies for this position:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
