Human Resources Specialist (ER/LR)

Provides staff level management advisory service to Network and field facilities on a full range of employee (ER) and labor (LR) relations issues. Resolves difficult and complex problems which could have a direct impact on the Department mission. Works closely with staff and operational officials, employee groups, etc., to develop and explore labor relations alternatives to improve policies, techniques and procedures. Serves as a staff subject matter expert (SME) to other consultants handling negotiations that typically involve the development of new approaches; and serves as a technical advisor to management on the potential impact of negotiations and third-party decisions, charges of unfair labor practices, negotiability issues, and impasse resolutions as they relate to organizational and mission goals. Prepares responses to proposed policies, and standards of higher authority regarding ER and/or LR issues. These can include requests from members of Congress, Merit Systems Protection Board (MSPB), FLRA and FSIP, and the OPM. Ensures that the impacts of proposals are thoroughly considered by management officials and that VA views and needs are adequately represented. Provides professional advice to other Network HR specialists presenting cases in similar venues. May serve as a SME representative or key witness in third-party proceedings as necessary. May be selected to chair or participate in Administrative Investigative Boards (AIBs). May coordinate with and/or represent the agency at arbitrations and in situations involving proceedings pending litigation in addition to other third-parties as appropriate. The incumbent also actively leads the community of HR Specialists (ER/LR) practitioners VISN-wide through regular communications on relevant changes in ER/LR laws, regulations and policy, via diverse modalities including community of practice conference calls where an exchange of information and sharing of expertise enhances competency within the discipline throughout the VISN. Resolves issues that pertain to the potential impact of negotiations and third-party decisions, charges of unfair labor practices, negotiability issues, and impasse resolutions as well as non-traditional collaborative approaches to labor relations, including labor-management cooperative efforts and partnership. Conducts and advises on VISN Office ER/LR matters, all proposed adverse actions, coordination & oversight including but not limited to OAWP, DAB, AIB, fact findings, grievance examiner, labor issues & negotiations, state licensure reviews, suitability, Drug Free Workplace, Workplace Violence Prevention Program, and 3rd party hearing representation, reasonable accommodations, etc. This may include but not be limited to resolution of administrative grievances, post separation reviews, Congressional, Office of Inspector General (OIG), Office of Special Counsel (OSC), Equal Opportunity Employment (EEO), MSPB or department level complaints. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes:
Knowledge of a wide range of HRM legal and regulatory principles, concepts, practices, and techniques of both specialty, consultative skill, and seasoned judgment sufficient to provide authoritative advisory service and/or develop authoritative policy interpretations; plan, organize, and conduct research of complex legal problems that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate courses of action; resolve problems characterized by their breadth, importance, and severity for which previous studies and techniques have proven to be inadequate; direct and provide oversight of a team engaged in special studies affecting major programs and/or policies; and prepare recommendations to significantly change or modify one or more major programs. Ability to provide advisory services from an ER/LR perspective in regard to the following areas:
modernization, mobilization/contingency planning, recruitment and placement, compensation, position classification, human resource development, labor relations, and management and employee relations, etc. Demonstrate the ability to conduct policy reviews to evaluate effectiveness of current policies and practices and to develop proposals to change or improve them; ability to analyze and refute Union positions in adversarial situations; skill in the development and refinement of new and unique business processes for existing and new HR (ER/LR) programs and services; working knowledge of the national collective bargaining agreements and national level midterm bargaining agreements affecting operational and personnel issues; knowledge of conflict resolution techniques sufficient to interact in occasional highly charged emotional situations in delicate or highly contested case matters and determinations; knowledge of negotiation procedures and techniques, mediation, interest-based bargaining and other non-adversarial problem solving approaches sufficient to resolve problems and advise management; ability to make and defend decisions that are without precedent; thorough knowledge of appropriate regulations on the maintenance of files and disclosure of information in accordance with the Privacy Act; ability to present ideas clearly both orally and in writing to effectively present findings, negotiate with management officials, and make recommendations and/or decisions; a demonstrated skill and ability to utilize a variety of coordinating, coaching, consensus-building and planning techniques in order to ensure that the work of the unit are carried out. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
