VISN 5 Quality Management Officer Nurse V

The QMO oversees four major functions of the QM Model:
Accountability, Regulatory Compliance, Enterprise Risk Management (ERM), and Performance Improvement. The QMO collaborates with executive leadership concerning the future direction of nursing and quality initiatives, promotes the implementation of a national program as indicated in Veterans Health Administration (VHA) policy and directive, and coordinates nursing and QM activities within the VISN. The QMO must frequently make quick decisions that impact patient care activities. The QMO is responsible for briefing the Network Director (ND) regularly on matters of importance to the overall mission of the Network. The QMO supervises the VISN Deputy Quality Management Officer (DQMO), VISN Patient Safety Officer, VISN Accreditation/Sterile Processing Specialist, VISN System Redesign (SR) Program Manager, the VISN Quality Management Data Analyst, and a QM Management Analyst to include the daily supervision and development of annual performance plans to include, the completion of mid-year and annual performance evaluations. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Experience:
The Quality Management Officer must have strong knowledge and skills in quality management, healthcare and clinical care at a leadership level. Possess at least 4-6 years of successful professional practice, four of which have been in positions with progressively more complex leadership assignments in nursing and quality management. This assignment requires the ability to lead a large, complex healthcare system with a broad program mission. It requires knowledge of current leadership, management and systems improvement concepts, and ability to participate in developing and implementing organizational strategies to address opportunities to improve the delivery of quality healthcare to Veterans. Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Reference:
VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements:
It is VA policy to ensure that all selected applicants and employed personnel are physically, mentally and emotionally fit to perform the duties of the position to which assigned. A pre-placement physical examination is required for all full-time, part-time and intermittent employees identified by VA Directive and Handbook 5019. The pre-placement physical examination shall be completed prior to appointment to determine the physical and mental fitness for candidates for appointment in VA. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
