Financial Manager

The Chief Financial Officer (CFO), sharing fully in the duties, responsibilities and authorities of the VA Capitol Healthcare Network (VISN) 5, Deputy Chief Financial Officer (DFCO), is responsible for advising other members of the VISN management team, and those within the VISN 5 healthcare facilities in all aspects of a complex integrated financial system for VISN 5. The CFO provides advice concerning financial management, and serves as a technical expert for resource matters such as; Responsible for VISN with planning, directions, coordination, operations, internal evaluation of financial activities. Provides technical support for the formulation, advice, execution, and analysis of VISN 5's financial budget plan. Develops plans that are based on effective controls and realistic projections. Ensures compliance with VA policies concerning appropriate the use of funds. Makes recommendations and implements initiatives to re-engineer, share, and conserve resources to maintain an efficient health care system. Provides expert advice, coordination, support and oversight concerning accounting, budgets, voucher examiners, accounts receivables, payment and internal auditing activities that are facility-based and managed. Responsible for allocating and tracking expenditures of the operating budget as well as special purpose funding. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Comprehensive knowledge includes budgeting, accounting, payroll, auditing, travel, alternative revenue, and sharing agreements. Duties and responsibilities with expert level conceptual and functional knowledge of principles of health care financial management. The incumbent must possess comprehensive knowledge of management issues that affect the overall operations and administration of the facility. Ensures resources are accounted for correctly and accurately and resources are utilized effectively and efficiently, providing veterans with high quality care consistent with community and national standards and industry best practices. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
