Supervisory Human Resources Specialist (Classification)

As the VISN-5 Consolidated Classification Unit (CCU) Supervisory Human Resources Specialist (Classification) will be responsible for overseeing all aspects of VISN-5 Classification program. This entails the drafting and modifying of position descriptions; determining the appropriate title, series, and grade of positions through comparison with the Office of Personnel Management(OPM) position classification standards and guides; comparison to agency guidance and advisories; and providing classification and position management advice to management officials on basic/complex/rare and/or unusual classification and position management issues throughout VISN-5. The incumbent will also be responsible for performing the following duties:
Advises and classifies on various grades or politically sensitive jobs, including the most complex work situations and occupations. Reviews positions descriptions to determine proper classification position. Engages with managers and supervisors to arrive at a consensus that satisfies both management work requirements and complies with full intent of U.S. Office of Personnel Management (OPM) Classification standards and guides. Responsible for the Centralized Classification Unit (CCU) that has full delegated authority for all Classification guidance within Agency. Ensures the Classification Unit meets all implemented timelines metrics and makes necessary workload adjustments when needed. Communicates and provides technical assistance and guidance to key management officials on human resources management principles, techniques, and acceptable practices. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically includes:
-Full range of position classification and management principles, concepts, practices, and techniques sufficient to advising managers in a regional or field office in developing position descriptions; providing management with insight on establishing organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development. -Provides recommendations to management on organizational design with emphasis on career development principles and practices; and related position classification to the management process and other HR programs. -Possess writing and oral skills to prepare clear, complete, and concise position descriptions and evaluation reports, discuss classification and position management issues in an effective manner; and works with managers and supervisors to arrive at a consensus that satisfies both management work requirements and complies with the full intent of Office of Personnel Management (OPM) position classification standards and guides. There is no educational substitution for the GS-13 level. SUPERVISORY PROBATIONARY PERIOD:
First time supervisor will be subject to completion of 1-year probationary period for assignment to supervisory position. You will be rated on the following Competencies for this position:
