Management and Program Analyst

The incumbent is responsible for the development of reports and dashboards through the use of computerized databases and direct contact with subject matter experts in the facility, VISN, and VHA program offices to assist VISN leadership with data driven decision making. Data Analysis:
Through the use of a variety of technology and systems the individual will perform data analysis to determine quality, utilization, and effectiveness of a multitude of hospital operations and outcomes measures. In addition, reports will be created to demonstrate patterns and outliers as tools for management decision support. You will be required to use statistical theories to link correlations and analysis of the reports. The incumbent will perform analysis of all areas of management including planning, organizing, implementing, coordination, controlling, evaluating, educating and improving medical, administrative and support operations. The incumbent will attend budget review meetings, committee meetings and report how decisions made during those meetings impact operations. He/she will use technical skills and scientific methodologies to resolve critical programmatic, organizational and functional problems. The incumbent uses a variety of software programs, produce documents ranging from memorandums to complex reports including technical graphs and spreadsheets, presentations of statistical data including development of detailed and sometimes complex spreadsheets, charts, and graphs (i.e., pie charts, bar, and line graphs) that are used in research and reports to the Executive Assistant to the Deputy Network Director. Creates, edits, calculates, retrieves, stores, prints, and routes a wide range of documents in final form from handwritten drafts, and electronic mail. Maintains follow up to ensure that necessary actions are taken and keeps appropriate network staff informed. Report Development:
The incumbent works under guidance of the immediate supervisor and closely with executive leadership and program managers, and VSSC staff to monitor and track the accuracy performance measures data necessary to assure the fulfillment of the VA performance measures and the Executive Career Field plan. In addition develops dynamic dashboards to provide timely and detailed information for Leadership to take decisive action on local initiatives. Data analysis and report development will be created by this individual to help foster the improvement processes of the VISN5's program offices and committees. Develops ad-hoc reports per request of the immediate supervisor, and/or senior management. Through the use of management of SharePoint, the individual gathers, monitors, and maintains reports circulating through facility leadership and the VISN. You will be regarded as the VISN subject matter expert for data repositories. The Management and Program Analyst develop presentations for the Executive Leadership based on the analysis of reports from a variety of information systems. Data Warehouse:
Supports the collection, standardization, analysis of information, expandability, maintenance, and ease of use. Develops reports using a variety of methods such as Multidimensional Expression Language, Server Reporting Services and other medical record analytics software. Gathers project requirements, has knowledge and understanding of electronic medical record tables and fields. Reviews the criteria and makes decisions on how to develop reports. Collaborate and coordinate with staff, clinicians, administrators, informatics and Business Intelligence staff utilizing their expertise. The incumbent will make on-site visits and observe studies relating to the planning problems and opportunities present at the Network and other VA facilities. He/she will learn the intricacies in establishing and implementing fully developed comprehensive project plans. Conducts special projects or studies to analyze, evaluate, and provide recommendations on VHA programs and emerging strategic issues. The incumbent uses economic and financial calculations to evaluate returns on completed projects and benchmark against the private sector. The incumbent works independently with little or no supervision. The incumbent exercises oversight of projects occurring throughout the Veteran Integrated Network System (VISN) in support of the Executive Assistant/Deputy Network Director. Promotion Potential:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:
1) Performs analysis of all areas of management including planning, organizing, and evaluating and improving medical administrative and support operations. 2) Utilizes technical skills and scientific methodologies to resolve critical programmatic organizational and functional problems. 3) Conducts special projects or studies to analyze, evaluate and provide recommendations on Veterans Health Administration programs and emerging strategic issues. 4) Performs analysis of data repositories to determine its applicability to project needs. 5) Conduct research and evaluations on reports and staff studies for determining conformance to directives. 6) Data Analysis, Report Development and Data Warehouse Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:
1)Provide assist on controversial issues or on the application of qualitative or quantitative analytical methods 2) Plans, coordinates, and carries out the successive steps in fact-finding and analysis of issues 3) Complete work products such as evaluation reports and staff studies 4) Findings and recommendations developed by the employee are reviewed prior to release, publication, or discussion with management officials. 5) Assigns specific projects in terms of issues, organizations, functions, or work processes to be studied and sets deadlines for completing the work. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
